The following was received from Dave Shutter, Security Manager at NSSA, concerning the Solid Curtain / Citadel Shield force protection expercise that begins next week. This WILL impact ship repair work on the bases. Please plan accordingly.
"All,
Just a reminder, Solid Curtain/Citadel Shield kicks off next week and will run through 3/24 (0900). This exercise will be occurring throughout the United States at all Naval Installations. Elevation of FPCON and increased security measures are anticipated at all CONUS Navy installations for the duration of the exercise.
Attached is the Letter of Instruction (LOI) for the upcoming SC/CS12 event scheduled for next week. A lot of information but the key elements are provided below - essentially no impact to private yards as private yards are exempt from providing increased levels of force protection. The ships in your facilities will be participating in this exercise with minor Force Protection Condition (FPCON) changes, however these changes will have minimal impact/disruption on production.

5.C.1. AFLOAT UNITS LOCATED WITHIN THE CONFINES OF NAVY CONTROLLED SHIPYARDS SHALL COMPLY WITH IMPOSED FPCON ESCALATIONS TO THE MAXIMUM EXTENT POSSIBLE WHILE MINIMIZING DISRUPTIONS TO SHIPYARD WORK UNLESS A WAIVER OR EXCEPTION IS AUTHORIZED.
5.C.2. PRIVATELY OPERATED/COMMERCIAL SHIPYARDS ARE EXEMPT FROM IMPOSED FPCON ESCALATIONS IN CONJUNCTION WITH EXERCISE SC-CS12.AFLOAT UNITS WITHIN THESE SHIPYARDS SHALL COMPLY WITH IMPOSED FPCON ESCALATIONS TO THE MAXIMUM EXTENT PRACTICABLE.

At Naval Bases (NOB / Little Creek) - expect the bases to set FPCON C on Thursday (early afternoon 1200- 1300) and maintain this until Saturday morning (0900). We should be able to plan for a day shift work on all ships on Thursday, no work on Friday (with exception of three ships USS New York, USS Gunston Hall, USS Iwo Jima), and then work on Saturday after 0900. Provisions have been made to work New York, Gunston Hall, and Iwo Jima.
NSSA's Security Staff will be your POC for access to the three ships listed above, there have been no other waivers granted for any other ship at the Naval Installations, no matter what anyone else is telling you. If this changes, I will be the first to let you know.
The Norfolk Navy Shipyard (NNSY) will be participating in the upcoming exercise Solid Curtain-Citadel Shield 2012 (SC-CS12). It is anticipated that on 21 March 2012, shipyard security measures will elevate to BRAVO. BRAVO security measures will include measures such as barrier placement around specified buildings, limited vehicle searches, proper identification and gate ID checks for all vehicle passengers. These measures are expected to impose a minimal impact on employee's ability to come to work on 22 March. The shipyard proper (NNSY) has requested a waiver to NOT elevate to FPCON CHARLIE. We expect the waiver to be approved and the waiver will allow for all current gates and hours of operation for entry and exit to the shipyard to operate as normal. Minimal impact is expected at NNSY proper for the duration of the exercise. However, all other activities associated with NNSY, including Scott Center Annex, St. Julien's Creek will elevate to FPCON CHARLIE. Ship's at NNSY will do everything they can to minimize the impact on production while demonstrating they can respond appropriately to an increase in FPCON.
