NAVY NEWS

 

Navy Releases Solicitation for Next Generation Submarine Tender

The Navy is initiating a contract competition for the design and construction of a new class of submarine tenders intended to support Virginia-class, Columbia-class and future-generation vessels, according to a recent solicitation notice.

 

The notice, which indicates the Navy’s intent to procure two of the new AS(X) tenders, follows an April industry day that provided prospective builders with draft requirements for the vessels. The solicitation excludes detailed information on program requirements, citing Controlled Unclassified Information status.

 

The Navy’s fiscal year 2024 budget request includes $1.7 billion for the first tender in this new-start program and anticipates the procurement of a second vessel in FY-26 for $1.1 billion, resulting in a total of two vessels across the five-year future years defense program.

 

The service plans to award a contract for the first vessel in May 2024, targeting delivery in June 2031, budget justification books indicate. A contract award for the second vessel is planned for May 2026 with delivery in September 2032.

Budget Reform Commission Says Congress Needs More Timely Info from DOD

Senior leaders on the independent congressional commission aiming to reform the Defense Department's budget and planning system say Pentagon officials need more flexibility from lawmakers if the notoriously slow process is to become agile enough to capture technological innovation needed to compete with China, but they stress DOD must do more to build trust with Capitol Hill.

 

Former DOD Comptroller Bob Hale, chair of the Planning, Programming, Budget and Execution Reform Commission, and vice chair and former DOD acquisition chief Ellen Lord, spoke publicly this week during the roll out of an interim report that outlines several recommendations the panel is considering.

 

Many of the recommendations, however, will require substantial support from Congress, especially the House and Senate appropriations committees. Lord, referencing some of the recommendations that are under consideration, said a more agile DOD budget process would allow for greater technology insertion to compete with China. Top Pentagon technology officials say it takes a minimum of two years to move a promising prototype into DOD’s regular budget process.

 

OFFSHORE WIND NEWS

 

Morgan Stanley and Crowley Join Forces to Develop Offshore Wind Ports

Morgan Stanley and Crowley have formed a joint venture to develop port infrastructure to support the offshore wind energy industry in the U.S. The aim of the partnership is to repurpose and operate existing U.S. port facilities and lease them under long-term contracts to offshore wind developers. The terminals will support wind farm component manufacturing, assembly, and storage, and provide maritime services for developers, including Jones Act-compliant feeder vessels to help with the construction of offshore wind projects.

 

Investment funds managed by Morgan Stanley Infrastructure Partners (MSIP), a private infrastructure fund platform within Morgan Stanley, will hold a majority stake in the new formed Crowley Wind Services Holdings, while Crowley will operate the business.

ECO Hosts Keel Laying Ceremony for First U.S. Hybrid Service Operation Vessel

Recently, a keel laying ceremony was held for the country's first plug-in hybrid service operation vessel (SOV) at Edison Chouest Offshore's (ECO) LaShip Shipyard in Houma, LA. The ceremony marks the beginning of the construction process for the vessel, which is set to play a crucial role in the operations and maintenance of two offshore wind farms off the coast of Long Island, New York.

 

The 262' SOV will serve Empire Offshore Wind, a joint venture between Equinor and BP. With a 10-year charter agreement in place, the vessel is expected to begin operations in the mid-2020s. The SOV will provide accommodation for up to 60 wind turbine technicians who will be responsible for overseeing the maintenance and upkeep of the Empire Wind 1 and Empire Wind 2 offshore wind farms, which are located 15-30 miles southeast of Long Island.

 

Conrad Shipyard Launches First Vessel in Navy YRBM Barge Series

Conrad Shipyard recently reported that it has launched the first in the series of YRBM barges on order for the U.S. Navy. The YRBM barges provide a temporary home away from home and workplace for service men and women whose vessels are in port for repairs and/or maintenance.

 

The vessel provides pier side living accommodations capable of berthing 199 personnel, messing for 300 personnel, and includes spaces for medical offices, classrooms, workspaces, laundry rooms, storerooms, and lounge areas. Conrad says that the YRBM vessel showcases its dedication to quality and safety from the engineering phase through completion of the vessel.

 

GLDD Wins Port Arthur LNG Dredge and Disposal Contract

Bechtel Energy Inc. has awarded Great Lakes Dredge & Dock Corporation (GLDD) the marine dredging and disposal contract for Phase 1 of the Port Arthur LNG project. Bechtel is managing the Phase 1 project in partnership with Sempra Infrastructure.

 

The scope of GLDD’s work on this project is to dredge the Port Arthur LNG berthing pocket on the Port Arthur Ship Canal. The berthing pocket and turning basin will connect to the Port Arthur Ship Canal and allow LNG vessels to berth, load and depart safely. Great Lakes is expected to start this project later this year.
