CONGRESSIONAL NEWS

 

Senate Passes NDAA

By a vote of 86-11, the Senate passed an amended version of the FY24 National Defense Authorization Act. The bill provides $886 billion for national defense programs in FY24. An SCA Summary of the bill can be found HERE.

 

The Senate version of the bill seeks to boost US might in the Pacific to counter China’s influence with weaponry, presence, and alliance. It also carries a whole host of provisions, including the authorization of the State Department, a ban on US sales to China from the Strategic Petroleum Reserve, and tighter scrutiny of US investments in China.

 

The measure will now head to conference where the upper chamber will have to wrestle over some politically tough provisions after the House ignited culture wars with its legislation earlier this month, including a ban on the Pentagon’s policy to give travel allowances and time off to service members who seek an abortion or other reproductive help.

 

Senate Appropriators Advance Defense, Homeland Security Spending Bills

The Senate Appropriations Committee advanced four government-funding bills yesterday, including for Defense and Homeland Security, setting the stage for September floor votes on measures to raise funding levels. Senators voted 27-1 on the Defense appropriations bill and 24-4 on Homeland Security.

 

Defense

The Senate spending bill for defense includes $33.3 billion to build new ships. Additionally, the bill authorizes the Navy to enter into a multi-year procurement contract for 10 SSN VIRGINIA class submarines, fully funds the Navy’s new Virginia Class Material strategy, and provides $470 million in procurement for Virginia Class submarine spares and repair parts to support submarine maintenance availabilities and reduce delays.

 

The bill provides $2.1 billion more to upgrade degrading military facilities, including $130 million to make seismic repairs at Navy shipyards, $50 million for the Shipyard Infrastructure Optimization Program, and $1.7 billion for facility sustainment and modernization activities across the services.

DHS/U.S. Coast Guard  

The Senate spending bill for the Department of Homeland Security, which includes the U.S. Coast Guard, cut almost $300 million from the FY24 Budget Request for procurement, construction and improvements. The bill provides for $895 million in vessel funding including $579 million for the Offshore Patrol Cutter, $125 million to procure a commercially-available icebreaker and $55 million to procure a new Great Lakes Icebreaker.

OFFSHORE WIND NEWS

 

Maine Lawmakers Pass Bill to Jolt State's Offshore Wind Industry

Earlier this week, lawmakers in Maine passed legislation that would set a 3-gigawatt target for offshore wind deployment off the state's coastline by 2040, a level that could satisfy half of its 1.3 million residents' power needs. The bill would help the New England state meet Governor Janet Mills' proposed goal for a decarbonized power grid by 2040 and provide a substantial boost to nascent floating wind turbine technology required in the deep waters of the Gulf of Maine.

 

Wind turbines that float on the ocean's surface, an emerging technology, would be necessary for projects in the Gulf of Maine because the depth of the water precludes the use of standard, fixed equipment. By 2035, the United States aims to have 15 GW of floating offshore wind capacity along its coastlines in places including California, Oregon and Maine.

 

Great Lakes Signs First Offshore Wind Rock Supply Subcontract

Great Lakes Dredge & Dock Corp. announced this week that it has signed the first ever subcontract for procurement of rock for a U.S. offshore wind farm with Carver Sand & Gravel LLC, a quarry located in Schoharie, N.Y. Through this subcontract, Houston-based Great Lakes Dredge will use rock produced in the state of New York to provide scour protection for offshore wind turbine foundations and substations at Equinor and BP’s Empire Wind I and Empire Wind II wind farms.

 

Great Lakes and Carver will be developing the first U.S. rock supply chain for offshore wind, including the quarry producing the rock, the stockpiling and transportation of the rock to the quayside, the port and loading facilities that will load the rock installation vessel, and other facilities along the Hudson River that will help guide the vessel in the river.

MARAD Announces First Ships Enrolled in the Tanker Security Program

The U.S. Department of Transportation’s Maritime Administration (MARAD) announced on Tuesday that nine ships have been enrolled in the Tanker Security Program (TSP), a newly created public-private partnership program that makes U.S.-flag commercial product tankers available to support U.S. armed forces and national economic security.

 

“Today we are announcing the first ships to join the Tanker Security Program, which will help strengthen both our supply chains and our national security by delivering fuel to our armed forces around the world while creating hundreds of good jobs for American mariners,” said U.S. Transportation Secretary Pete Buttigieg.

 

The companies selected for enrollment are Overseas Shipholding Group, Inc. (OSG); Crowley-Stena Marine Solutions, LLC.; and Seabulk Tankers, Inc.; each entering three tanker vessels into the program. All of the companies have signed operating agreements. Of the enrolled vessels, four are under U.S. flag and are now operating in the program, and five are working with the assistance of the U.S. Coast Guard to expedite reflagging to U.S. registry to begin operating under TSP agreements.

 

Army Corps Awards Contract to Eastern Shipbuilding to Build a New Dredge

The Army Corps of Engineers recently awarded a contract to Eastern Shipbuilding Group Inc. for the design and construction of a medium-class hopper dredge to replace the dredge McFarland based in the Corps’ Philadelphia District. The 57-year-old McFarland is one of four oceangoing hopper dredges owned and operated by the Corps of Engineers.

 

The new hopper dredge will play a critical role in enabling the Corps to continue to deliver its navigation mission and provide for safe, reliable, effective, and environmentally sustainable waterborne transportation systems for vital national security, commerce, and recreation needs, the Corps said. It's estimated that the new dredge will be placed into service in 2027. 

 

Senesco Launches Jones Act CTV WindServe Genesis

Senesco Marine recently launched the new Jones-Act-compliant crew transfer vessel WindServe Genesis. WindServe Marine, a sister company to the North Kingstown, R.I. shipbuilder—both part of the Reinauer Group—will operate the CTV. The vessel will initially provide crew transfer support during the construction phase at Ørsted's Southfork Wind project off the coast of Long Island. The vessel will later go on to work at the developer's Revolution Wind project off Rhode Island and Connecticut, and Sunrise Wind off New York.
